This 1890 directory is a city directory, a compilation, by a publishing company, of residents at most addresses in NYC.  It was usually published annually and was started by Trow Co. around 1856 and was continued into the early Twentieth Century by Polk Co.  The LDS Family History Library has most, perhaps all, of these on microfilm, available through your local Family History Center.
